State of New York Office of Children and Family Services (OCFS)
Developed quality assurance tools to assist in monitoring state-contracted, Raise the Age, residential programs (i.e. written protocol, instrument to monitor program safety/effectiveness, etc.). This included the development program performance measures.
Oregon Department of Corrections
Provided technical guidance and leadership in the development and implementation of the DOC performance measurement system. Conducted dozens of formal evaluations to determine degree of compliance with evidence-based practices using the Correctional Program Checklist (CPC – University of Cincinnati).
Utah Department of Human Services, Division of Juvenile Justice and Youth Services (JJYS)
Partnered with the CJJA (Council of Juvenile Justice Administrators) to conduct a detailed system review of five secure juvenile justice facilities and produced a comprehensive report detailing strengths and areas for improvement.
Vermont Department for Children and Families (DCF)
Conducted over a dozen PREA audits for several close custody and community residential programs from 2014 – present.
Fortune Society (FS) - New York, NY
Led the Better Living Center team in developing the program's mission, key goals, and performance measures (process and outcome indicators of program success); led the team in developing a multi-year data collection strategy; facilitated risk analyses to determine priority measures; and established the quarterly data review process to foster a culture of continuous improvement.
American Institutes for Research (AIR) - Arlington, VA
Developed national training resources and publications on topics related to juvenile justice including: Reducing the use isolation in youth facilities; age of adult criminal responsibility; re-entry planning; and use of restraints on known pregnant females.
Council of Juvenile Justice Administrators (CJJA) - Braintree, MA
Served as lead developer/author for several national resources on the topics of: Staff recruitment, hiring, and retention; gang suppression and reduction in juvenile justice facilities; agency and facility culture change; and programming for older youth populations. [SP1] Provided technical assistance to more than 20 jurisdictions on reducing the use of isolation in juvenile justice facilities; conducted comprehensive onsite program assessments for several state and county government agencies; partnered with Pew Charitable Trusts to study the impact of COVID-19 on the juvenile justice system.
Oregon Department of Human Services (DHS)
Served as the lead researcher in designing the study examining the impacts of the COVID-19 pandemic on the Oregon Department of Human Services residential provider system. Key activities included: Conducting qualitative interviews with over 80 participants; conducting detailed analyses; coordinating quantitative findings; and drafting a comprehensive final report to include several recommendations for system improvement.
Nevada Department of Corrections (DOC)
Conducted program audits and evaluations for three large adult prisons located throughout Nevada. The purpose was to determine the degree to which facilities complied with the Principles of Effective Correctional Interventions. Key activities included: Conducting interviews with staff and inmates; file reviews; analyzing results; and drafting a comprehensive report detailing facility strengths and recommendations for program improvement. Additionally, system-wide themes were generated as well as high-level recommendations for system transformation.
