Sharon Pette is the creator and sole-proprietor of Effective System Innovations (ESI), LLC. With nearly 25 years of professional experience in juvenile justice and child welfare systems, Sharon has led state governments, city governments, and large not-for-profit agencies throughout the United States in system-wide reform. Consulting expertise includes developing agency strategic plans, creating meaningful performance measures, implementing and managing system-wide initiatives, building quality assurance and program evaluation systems, and streamlining processes to improve outcomes for youth and families. Previous work history includes serving as a direct care staff in detention centers and group homes to a high-level executive (Executive Director of Quality Assurance for the City of New York, Division of Youth and Family Services). Sharon also served as the Quality Assurance and Program Evaluation Manager for the Oregon Youth Authority (OYA) for a decade where she led the agency in implementing evidence-based practices in ten close custody facilities and nearly 40 contracted community residential programs. She was also responsible for developing the infrastructure for OYA’s quality assurance, program evaluation, process improvement, and performance measurement systems. Sharon’s contributions were fundamental in helping OYA lead the nation in their progressive and effective work with justice involved youth
As an independent consultant, Sharon has served as the lead consultant providing training and technical guidance to over 20 jurisdictions throughout the United States on effective strategies for reducing the use of isolation in juvenile justice facilities. She has also provided technical guidance and expertise to several agencies to improve recruitment and retention of quality direct care staff. Sharon has led dozens of webinars and served as a guest speaker on the national stage on the topics including evidence-based practices in juvenile justice and staff recruitment and retention. Her passion for designing, implementing, and sustaining critical initiatives has resulted in efficiencies, improved outcomes, and significant cost savings for systems throughout the country.
Sharon is also certified as a Women’s Business Enterprise (WBE) and Woman Owned Small Business (WOSB).
Experience and Accomplishments
Formal Education and Training
Sharon’s academic credentials include a Bachelor of Arts degree in Psychology (cum laude) and a Masters degree in the Science of Counseling Psychology (summa cum laude). Sharon earned her Lean Six Sigma Green Belt certificate from Villanova University, and has also successfully completed Lean management courses. She also has formal training in group facilitation.
She is also a federally certified Department of Justice PREA (Prison Rape Elimination Act) auditor and has conducted dozens of facility audits throughout the United States.
